Two are two reasons.
One reason was the anger caused by the Treaty of
Versailles. Another long term cause was the
obvious inability of the League of
Nations to deal with major international
issues. . In both conflicts the
League showed that it was unable to control those powers that worked outside of
accepted international law. Hitler thought he could take more than the boundaries. Mussolini was a dictator who wanted more. Stalin thought he could be apart of it. the Japanese Emperor wanted to take over china.
